Introduction
After an extensive period of time in preparation, the Community Essential Committee (CEC) has officially formed. This after a proposal on the forum, Across Community Essentials Committee Formation followed by a snapshot vote which ended on October 17th: Snapshot

As can be seen in Fig. 1 above, quorum was exceeded by 2 million votes and overall garnered more that 8 million votes representing 99.81% of all votes. Along with the snapshot a request for a CEC budget (see below) was made to the treasury. This was facilitated by oSnap which automatically executed the transaction after a “liveness” period where anyone could dispute the transaction. Thankfully no one did.
Activity Summary:
Committee members have attended DAO meetings, supported governance, created content, managed multisig transactions, promoted Across, and engaged with the community. TheRealTuna led the setting up of our Ethereum and Optimism safes to receive funds and enable us to pay out compensation and tips. This past month we hosted super fun activities like poker, drawing games, quizzes and contests that boosted participation. Smarty and Infinity have been on top of keeping on top of moderation, scams and support. PVM created awesome content and spread the word about Across on Twitter amplified by other committee members. Mide is leading work on onboarding and Neondaemon is doing the same on setting up a HR handbook and a learning log for the DAO. Mydefi implemented a safety reporting doc… Committee members have been actively posting on the forum and voting on Snapshot proposals.
Finance:
TheRealTuna has taken the lead in setting up our safes, transactions and payments.

Committee Compensation & Operational Budget:
As per the Across Governance Operating Manual (Across Governance Operating Manual) the committee received $10k equivalent in $ACX.
Monthly Budget Breakdown
1 Event Manager: $500
2 x Front Desk Operatives: $600 ($300 each )
Duties to include, moderation, first line support, welcoming new members and directing members to resources
Prizes / Giveaways $500
Discord Nitro $30
Monthly Total = $1630
Quarterly Total= $4890
By general agreement we have started with only one front desk operative. This will be reviewed at the end of the quarter
The money saved was instead used to set up tipping ACX ($500) on Optimism. This will allow members to withdraw ACX to their wallet at a fraction of the cost of doing so on the Ethereum network which is how it is currently set up.
Events:
Infinity created and ran events for the community. Helping to increase participation in Discord for events. The role of party animals has increased by 74 since Oct 2nd.
- 2 poker games with attendance of 32 and 24 players.
- 5 gartics, with participation ranging from 10 to 20 users sometimes.
- 2 Quizzes and WordSearch games, with increasing participation and incorporation of new users.
- 1 Halloween contest on Twitter, with good participation, 5 winners and excellent quality.
- 4 random games, with participation of more than 15 users.
- Random distribution of multiple airdrops and tips to users who in my opinion deserve it for some specific action that I consider valuable.
- Launching the wheel again, to reward users who react to a message showing that they are not boots.
- Organized raffle for Avoid the Troll holders (PVM)
Front Desk / Moderation
Smarty and Infinity have been dealing with the majority of moderation issues with assistance from all members of the committee.
We received a lot of spam messages but were able to clear them up very quickly.
What has been seen the most this month is new users (and some old ones) sending a support link to an external discord when a user requests help or assistance. We had a case of attempted identity theft with TheRealTuna.
There were messages from users experiencing delays in bridging. Usually they were asked to create a support ticket where the dev team could help them out.
Outreach
PVM has been very active publishing a number of articles that were also tweeted out.
Committee members were active on social media to amplify Across messaging.
Onboarding
Mide is taking the lead in reviewing onboarding docs and platform options.
This includes meeting with Wonderverse to possibly gamify the experience
Documentation
Neondaemon has started on the Across DAO Handbook which will detail HR policies.
Also started is a Learning Log / Knowledge Base for putting useful information related to Across Protocol and the DAO.
Mide is building out a Notion page for the Committee.
Safety
Mydefi created a google docs safety form that will be used for people to report scammers or if they have a complaint related to safety in the DAO
